General Office
General office is responsible for the administrative work of the SAG: organizing meetings of the SAG and national conferences of grain industry, processing documentations and telegrams, and keeping the files. It is also in charge of providing government information service, managing confidentiality, guarding, handling of complaint letters and visits, and managing office automation work of the SAG.

Department of Personnel
Department of Personnel is responsible for managing personnel affairs of the SAG and leaders of institutions affiliated to it, steering professional training and performance assessment of grain industry, administering salaries and statistics of personnel, and commending the working models and advanced workers of the industry.

Department of Foreign Affairs
Department of Foreign Affairs is responsible for handling the cooperation between the SAG and international organizations, foreign governments and institutions, administering all foreign affairs of the SAG and institutions affiliated to it, organizing international training programs and doing studies on international grain situation.

Department of Macro-Control and Adjustment
Department of macro-control and adjustment is responsible for studying and formulating mid-term and long-term strategies for macro-control, overall balance of supply and demand, grain distribution, grain trade and deployment of national grain reserves. It proposes the scale and overall layout of national grain reserves as well as plans for procurement,
import and export, and supervision and the implementation. The department is also responsible for the coordination work within the grain distribution system as well as the statistic work of the grain industry.

Department of Policies and Regulations
Department of policies and regulations is responsible for putting forward and implementing the reform schemes for the national system of grain distribution, and drafting laws and statutes, relevant policies, rules and regulations for the nation’s grain distribution and national grain reserves management. It is in charge of formulating technical norms for
the management of national grain reserves, and raising proposals in regard of setting a framework for grain protective procurement price, protection price and limited market price. It is also responsible for establishing the grain quality standards, quality inspection system and methodology as well as relevant technical norms.

Department of Supervision and Inspection
Department of Supervision and Inspection is responsible for supervising and inspecting the enforcement of laws and statutes, policies, rules and regulations of national grain distribution and the management of national grain reserves, and implementing plans and technical norms of national grain reserves and its storage, quality and security. It is also
responsible for proposing guidelines for the grain industry according to the supervisory and inspective work.

Department of Finance
Department of finance is responsible for formulating and implementing the reform programs for the state-owned grain corporations. It is in charge of steering the financial work of the whole industry. It is also responsible for budgeting of the SAG, managing and auditing the capital of the budget, state-owned assets of SAG and institutions affiliated to it.

Department of Distribution and Science
Department of distribution and science is responsible for formulating building schemes for the national grain distribution, storage and processing facilities, and undertaking detailed work of large scale grain storage and handling, grain processing projects and policy-based lending programs. It is in charge of qualifying and designating eligible local grain elevators or social storage facilities to keep the national grain reserves, making relevant regulations, rules and procedures and supervising the implementation. It is also responsible for extending advanced technologies of grain handling, storage, and processing.
